If you are concerned like I am about net neutrality, you can consider using Neubot.
Neubot is a python program which runs as a daemon and (with minimal overload) meters and logs the speed of various type of protocols from your PC to a central server.
Neubot produces nice graphs and I found it very useful to monitor my ADSL line speed, I’ve found surprising how much it can vary over time!
